OverviewThis workshop will introduce government staff and corporate compliance managers to the key principles of agency environmental enforcement and compliance inspections. Participants will gain an improved understanding of  environmental enforcement principles, techniques, and terminology in addition to preparing participants to perform effectively in an enforcement or compliance position. This class will focus on basic practices of personal and scene safety, mapping, photography, reporting, and communication, with a focus on complaint and case progression. Participants will learn the composition of the enforcement process and gain the necessary knowledge to attend the two-day "Advanced Environmental Enforcement and Investigative Techniques" workshop that immediately follows this class.

OverviewThis workshop covers advanced compliance and enforcement topics and is intended for attendees of the "Principles of Environmental Enforcement" training and those with more experience in compliance and enforcement. This workshop focuses on gaining property access, search warrants, documenting your investigation, communication and testimony, sampling and evidence, administrative or judicial enforcement, supplemental environmental projects, and methods of providing deterrence to maintain compliance. Participants will explore the enforcement process in both small groups and individual activities requiring a detailed use of investigative and enforcement techniques. Participants will gain a comprehensive view of past enforcement actions with administrative, civil, and criminal offenses and utilizes these cases as a framework for understanding the process and common pitfalls to avoid.

About the Instructor: Darrick Turner is an environmental enforcement specialist with Montana’s Department of Environmental Quality where he manages enforcement cases addressing LUST/UST, remediation, solid waste, mining, septage, public water, and water quality violations. Mr. Turner has extensive experience in site characterization, emergency response, remediation, and regulatory compliance assistance including administrative civil enforcement by means of both informal and formal legal activity. Mr. Turner has been recognized by the Environmental Protection Agency for his effective investigative and case management practices.
